Summary
CITY residents are being urged to shop neighbours who cheat the council house system by sub-letting or swapping properties without permission. Birmingham's housing department is running a Housing Cheats Beware campaign to crackdown on frauds. It is estimated that about 1,000 council and housing association properties in the city are occupied by people who have no right to be there.
