PAY-related incentive schemes for Birmingham Council workers could endanger service-users, senior civil servants told an employment tribunal.

Joyce Nicholls, the council's head of independent client services, said bonuses for the city's 700 pupil guides, who transport physically and mentally disabled children to and from school, would cause her to worry about the potential impact on children.
